Notice for Adoption Agencies and Home Study Providers Listed by the Russian Ministry of Education as Delinquent in Providing Adoption Post Placement Reports

On January 30, 2009, the Russian Ministry of Education sent a notice to all regional adoption authorities, advising them that an audit of compliance with requirements for post placement reports on Russian children adopted by foreign citizens had revealed that a number of agencies providing home study and adoption services had failed to submit the required reports. The notice provided a list of agencies that had failed to provide required post placement studies, and advised regional adoption authorities not to accept adoption dossiers from prospective adoptive parents who are using one of the listed agencies for providing post-placement reports.

The Ministry subsequently advised the U.S. Embassy that the it's list was compiled based on reports from regional adoption authorities regarding missing post placement reports. The Ministry stated that agencies should take the following steps in order to be removed from the list:

  • Check the Ministry's list to see which regions have reported missing post placement reports from the agency. The regions are noted in the right hand column of the list, and can be viewed at the following link: CLICK TO SEE LIST (PDF)
  • Write to the adoption authority for each region which has reported non-receipt of post placement reports from the agency in question to find out which post placement reports have not been received.
  • Send any missing post placement reports to the regional adoption authority.

As regional authorities inform the Ministry of Education that an agency has provided all required post placement reports, that agency will be removed from the Ministry's list. The Ministry will periodically update its list based on this information. All correspondence and documents sent to Russian authorities should be translated into Russian. The U.S. Embassy in Moscow has compiled a listing of addresses of regional adoption authorities in Russia (with English translation) to assist agencies in complying with any outstanding obligations they may have to provide post placement reports.
