(Dec-19-2006) U.S and Russia Develop Action Plan to Enhance Global and Bilateral Nuclear Energy Cooperation. U.S. Secretary of Energy Samuel W. Bodman and Russian Federal Atomic Energy Agency (Rosatom) Director Sergey V. Kiriyenko last week submitted to U.S. President George W. Bush and Russian President Vladimir Putin a joint work plan that will provide a framework for further bilateral cooperation in the development of nuclear energy technology and deployment. The plan was completed and signed by both parties the week of December 11, 2006, as part of an agreement that stemmed from the G8 Summit in St. Petersburg, Russia, in July of this year. "The safe expansion of emissions-free nuclear energy provides a wealth of possibilities to developed and developing countries alike," Secretary Bodman said. "This agreement between our two nations will help further nuclear technology, but also the path to more securely expand the use of nuclear energy around the world."

The effort was completed in cooperation with Germany, the russian Federation, and the Atomic energy Agency (IAEA). (Dec-18-2006) Almost 600 Pounds of Highly Enriched Uranium Returned to Russia. With assistance from the Department of Energy's National Nuclear Security Administration (NNSA), more than 590 pounds of highly enriched uranium was returned from a former East German civilian nuclear facility to Russia. The shipment of 268 kilograms (over 590 pounds) of highly enriched uranium (HEU) is the largest shipment of Soviet-origin HEU ever conducted under a key NNSA nonproliferation program, the Global Threat Reduction Initiative (GTRI), since the inception of GTRI two-and-a-half years ago. The five-day operation took place at the Rossendorf nuclear facility near Dresden, Germany. The effort was completed in cooperation with Germany, the Russian Federation, and the International Atomic Energy Agency (IAEA). [More]

On November 24, Ambassador Burns paid a visit to the St. Petersburg City AIDS Center, components of which are funded by USAID. On Mamaev Hill (Nov-17-2006) Ambassador Burns Visits Volgograd. On November 16 and 17, Ambassador Bill Burns traveled to Volgograd in southern Russia. He toured the Museum of the Defense of Stalingrad and a Panorama commemorating the heroic resistance of the southern front by Soviet forces in World War II and visited Mamaev Kurgan where he laid a wreath in honor of Stalingrad's valiant defenders at the Pantheon of the Immortal Flame. (Oct-24-2006) NNSA Secures All Russian Navy Nuclear Sites. The National Nuclear Security Administration (NNSA) has completed security enhancements to protect against theft or terrorist attacks at 50 Russian navy nuclear sites two years ahead of schedule. This achievement signifies the completion of nuclear material protection, control and accounting upgrades at all Navy-affiliated sites in the Russian Federation that contain nuclear materials or warheads, and was completed two years ahead of schedule. "Denying terrorists access to nuclear material is our top priority. These upgrades to Russian navy sites make it that much harder for terrorists to get their hands on dangerous nuclear material," said NNSA Administrator Linton F. Brooks. "The fact that we have done this a full two years ahead of schedule shows the importance the administration places on securing nuclear weapons and material at the source and for nonproliferation work in general." On October 7, some 450 people from Russia's sports, political, and arts worlds attended a reception hosted by Ambassador Burns at Spaso House in honor of the National Basketball Association. The NBA was represented at the event by Commissioner David Stern, the Los Angeles Clippers professional basketball team, basketball legends Elgin Baylor and Rick Barry, and WNBA star Taj McWilliams-Franklin. The reception capped a highly publicized week of activities by the Los Angeles Clippers, who were in Moscow September 29 — October 8 as part of the NBA's five-city/five-team "Europe Live" tour. It was the first such visit by an NBA team to Russia. In addition to conducting its training camp and playing games against Russian basketball giants CSKA and Khimki, the Clippers teamed up with their Russian counterparts to dedicate a new reading and learning center at a local orphanage, conduct a basketball clinic for local youngsters, and visit children at the Institute for Pediatric Oncology.

(Sep-19-2006) State Department Introduces the Electronic Visa Application Form (EVAF). Effective October 25, 2006, all U.S. visa issuing posts in the Russian Federation, except for the U.S. Consulates General in St. Petersburg and Yekaterinburg, will require that all applications for non-immigrant visas be prepared using the Electronic Visa Application Form (EVAF). Soyuz TMA-9 spacecraft launched from the Baikonur Cosmodrome in Kazakhstan (Sep-19-2006) Soyuz carries new crew to the ISS. On September 18, 2006 at 10:09 a.m. (Baikonur time) the Soyuz TMA-9 spacecraft launched from the Baikonur Cosmodrome in Kazakhstan. It is carrying a new crew to the International Space Station, including Expedition 14 Commander, Michael Lopez-Alegria (American) and Soyuz Commander and Expedition Flight Engineer Mikhail Tyurin (Russian). Also lifting off on this flight was American businesswoman Anousheh Ansari. Ansari will spend nine days on the station under a commercial agreement with the Russian Federal Space Agency. (Sep-15-2006) Rice Introduces Religious Freedom Report. Secretary of State and Ambassador at Large for International Religious Freedom John Hanford make public the 2006 Report on International Religious Freedom during a State Department briefing in Washington, Friday, September 15. The annual report to Congress is mandated by the International Religious Freedom Act of 1998 and seeks to examine barriers to religious freedom in 197 countries and territories, notes countries in which conditions have improved, and outlines U.S. actions to promote international religious freedom. The report consists of an Introduction, an Executive Summary, and Country Reports.

September 12, 2006 Irkutsk — Ms. Lisa Carty, wife of the American Ambassador to the Russian Federation William Burns, visited the Irkutsk branch of the Russian Red Cross and met with visiting nurses who provide counseling, psychological support and home-based care for people living with HIV/AIDS in Irkutsk. Ms. Carty praised the staff for their work to fight HIV/AIDS in the region saying that "The high HIV/AIDS prevalence in this region poses unique challenges and I commend you for your part in improving the lives of people infected with HIV. All of us — whether we are medical professionals, teachers, young people, parents, journalists or government officials — need to be doing more to help fight AIDS in our communities. U.S. Marines lower the American Flag to commerate the terrorist attack of September 11 (Sep-11-2006) Embassy Staff Observe the 5th Anniversary of September 11: On Monday, September 11th, 2006, the Embassy of the United States in Moscow marked the fifth anniversary of the terrorist attacks in the United States with a ceremony for Embassy employees. This ceremony took place on the Embassy compound at 12:00pm. Ambassador William J. Burns led a gathering of American and Russian employees in a moment of silence and reflection in honor of the nearly 3,000 people killed on that day. Earlier in the day Ambassador Burns addressed a Memorial Service at the Church of St. Catherine the Great Martyr to mark the fifth anniversary of the tragic terrorist attacks of September 11, 2001. Burns and Deputy Foreign Minister of the Russian Federation Sergey Kislyak held a signing ceremony to mark the extension of the Memorandum of Understanding between the U.S. and Russia on Cooperation in Emergency Management. This MOU was first signed in 1996. Since then experts in both the U.S. and Russia have focused on preventing disasters and ensuring that our highly skilled, well-equipped and experienced response and rescue teams are ready to take action.

(Sep-07-2006) Tobey Takes Nonproliferation Reins at NNSA. Secretary of Energy Samuel Bodman administered the oath of office to William H. Tobey late this afternoon to be the Deputy Administrator for Defense Nuclear Nonproliferation at the National Nuclear Security Administration (NNSA).

Ambassador Burns presents a trophy to Ron Bramlett (2nd place, 110 m Hurdles) during the Award Ceremony(Sep-02-2006) U.S. and Russian Track Teams Meet at Luzhniki Sport Arena. On September 2, Ambassador Burns joined approximately 3,500 U.S. and Russian sports fans to applaud the athletes competing in the "Moscow Challenge" at the Luzhniki Sport Arena. His remarks at the Opening Ceremonies recognized the U.S. participation in this important track-and-field tournament as a concrete demonstration of American and Russian partnership through sports. Also participating were the Head of Federal Agency for Physical Culture and Sport Vyacheslav Fetisov, Chairman of the Moscow Sport Committee Mikhail Stepanyants and President of the Russian Track and Field Federation Valentin Balaknichev. (Aug-26-2006) Ambassador Burns Visits Russian Far East. On August, 25, the Ambassador of the United States of America to the Russian Federation William J. Burns made his first visit to the Russian Far East, during which he traveled to Sakhalin oblast and Vladivostok. During the course of his visit the Ambassador met with Governor of Sakhalin oblast Ivan Malakhov and Governor of Primorskiy Kray Sergey Darkin. (Aug-14-2006) Embassy Moscow LEAPs in a New Direction of Civics Education. During the week of August 14-18, over 100 Russian university students from over 10 different cities gathered in Volgograd, Samara, and Nizhniy Novgorod for the first-ever Legislative Education and Practice Program (LEAP) Summer Institutes and Youth On-line Congress. Over the course of three days, the young participants simulated the Russian legislative process and examined, amended, and voted on bills focusing on public utilities, the rights of the disabled, and employment for ex-convicts. July 9 marks the second anniversary of the brutal murder of American citizen Paul Klebnikov, the former editor of Forbes Russia magazine. The U.S. Government continues to urge Russian authorities to do everything possible to find and prosecute all those responsible for this heinous act. NFL Athletes with Russian youth and their coaches(Apr-06-2006) NFL Athletes Conduct Clinic with Russian Youth: Bryce Fisher, Patrick Kerney, and Max Starks IV, members of the Seahawks, Falcons, and Steelers, respectively, met with approximately 60 Russian youth and their coaches from two Moscow-based American football youth teams at the Novogorsk Sports Training Facility in Moscow. The athletes spoke about football in America, American culture and values, and engaged in a lively exchange with the youth. After the discussion, the athletes conducted two mini-clinics (one for offense, one for defense), showing proper technique for warming up, tackles, diet and training tips, defensive tactics, and demonstrated positions and tricks with several of the youth, as well as members of the MSG Detachment, who were also in attendance. After the event the athletes spent an hour signing autographs and talking with the youth. The event met with overwhelmingly positive feedback and enthusiasm, and the President of the American Football Federation encouraged further cooperation based on the meeting. Commander Pavel Vinogradov and NASA Science Officer Jeffrey Williams, the 13th International Space Station crew, launched aboard their Soyuz TMA spacecraft on March 30 to begin a six-month stay in space. Their Soyuz capsule reached orbit a little less than nine minutes after liftoff from the Baikonur Cosmodrome in Kazakhstan. Russian flight controllers reported the spacecraft's solar arrays had deployed as scheduled, and that all appeared normal. In two days the Soyuz is scheduled to dock with the station. Washington, January 19 - The United States urges the Russian Government to ensure that implementation of the Russian law on Non-Governmental Organizations (NGOs), which President Putin signed January 10 but was officially reported on January 17, not restrict the space for civil society in Russia. We have repeatedly conveyed our serious concerns about the legislation to the Russian Government and will continue to monitor implementation of the law and its impact on Russian civil society closely. In accordance with the Russian Government's international commitments concerning freedom of assembly and freedom of association, we urge it to enact regulations that eliminate the possibility for arbitrary implementation and facilitate, rather than hinder, the vital work of NGOs.
