Anti-Trafficking in Persons
Request for Proposals
The Office to Monitor and Combat Human Trafficking (G/TIP)
The Office to Monitor and Combat Human Trafficking (G/TIP) of the United States Department of State has announced an open competition for assistance awards to address human trafficking. The full Request for Proposals can be found on www.grants.gov by searching for "GTIP-07-AW-003-112307" under "Funding Opportunity Number." Below is a summary of applicant information. All applicants should read the full solicitation for complete application information and requirements.
Eligibility:
G/TIP welcomes applications from non-governmental organizations, both U.S.- and foreign-based, international organizations, and government agencies. The Department encourages organizations that have not previously received international program funding from the U.S. Government to apply under this announcement. New applicants must have a demonstrated expertise in one or more of the following subject areas: trafficking in persons, violence against women and children, victims' rights, victim assistance, law enforcement training, legal advocacy for victims and human rights, and the ability to develop and implement a program.
G/TIP seeks to fund creative and sustainable projects around the world that will address any of the "3 P's": protection; prevention; and prosecution. Interested applicants should be aware that G/TIP prioritizes funding to countries ranked on the Tier 2 Watch List or Tier 3, where governments have the political will but limited resources to address the problem.
All potential applicants should be knowledgeable of existing programs in the proposed countries/regions, including those funded by USG, in order to avoid duplication of effort.
Application Submission Process:
To apply for funding to conduct anti-trafficking activities in one country (bilateral programming) applicants must submit their proposal to the U.S. Embassy located in that country. Each embassy is responsible for its application submission process, and it is thus critical that interested organizations contact the embassy directly for further information. Please note that applicants should submit proposals either electronically or in hard copy directly to the U.S. Embassy/ Russia at the following address: Russiatipproposal@usaid.gov by 10:00 AM Moscow time, February 5, 2008. The mailing address is USAID, Attn: GTIP Request for Grant Proposal, 19/23 Novinsky Boulevard, Moscow, 121099. The fax number is 7-495-960-2141.
Applicants should also note that G/TIP has requested that embassies submit up to five proposals to G/TIP by February 12, 2008. Embassy selection will be based upon the extent to which the proposal addresses one or more of the three anti-trafficking elements (prevention, protection and prosecution) and follows the technical requirements set forth by G/TIP. The final decision, however, will be made by G/TIP. Award selection criteria are outlined in the Request for Proposals
