Refugee Travel Documents (Form I-131)

The USCIS Moscow Field Office does not issue refugee travel documents. An individual outside the United States who needs a Refugee Travel Document may file Form I-131, Application for Travel Document, with the USCIS Rome District Office by mail or in person if the following conditions exist:

  • The individual was admitted to the United States as a refugee or was granted asylum;
  • The individual left the United States without having applied for a travel document; and
  • The individual has not yet been outside the United States for more than one year.

Applicants must obtain fingerprints on Form FD-258 in conjunction with this application. If in Moscow, the applicant may arrange through the USCIS Moscow Field Office to have fingerprints taken at the offices of the International Organization for Migration. In all other locations outside the United States, a U.S. consulate or embassy may take the applicant’s fingerprints.
